Bucharest administration

Bucharest has a special status in Romania, it is the only city that does not belong to a county. However, its population is larger than any county.

Hall manages the city and is headed by a Mayor (currently Sorin Oprescu). The city has a total area of 228 km ², which span six administrative districts, each headed by its own municipality. Sectors are arranged radially (and numbered clockwise) so that everyone has a part in the administration of the city center. City Hall is responsible for utilities (water, transport, main boulevards) and sectors Municipalities are responsible for the contact between citizens and local councils, for the secondary streets, parks, schools and sanitation.

Breakdown by sector

  • District 1 had in January 2009 a total of 227,717 inhabitants and includes neighborhoods: Aviatorilor, Aviației, Băneasa, Bucureștii Noi, Dămăroaia, Domenii, Dorobanți, Gara de Nord, Grivița, Victoriei, Pajura, Pipera, Primăverii, Chitila, and a small part of Giuleşti. Following elections in 2012, the elected mayor was Andrew John Chiliman (USL).
     
  • District 2 had in January 2009 a total of 357,338 inhabitants and includes neighborhoods: Pantelimon, Colentina, Iancului, Tei, Fundeni, Floreasca. Following elections in 2012, the elected mayor was district Neculai Ontanu (UNPR).
     
  • District 3 had in January 2009 a total of 399,231 inhabitants and includes neighborhoods: Vitan, Dudești, Titan, Balta Albă, Centrul Civic. Following elections in 2012, the elected mayor was Robert Negoita sector (USL).
     
  • District 4 had in January 2009 a total of 300,331 inhabitants and includes neighborhoods: Berceni, Olteniței, Giurgiului, Văcărești, Timpuri Noi, Tineretului. Following elections in 2012, the elected mayor was Cristian Popescu (USL).
     
  • District 5 had in January 2009 a total of 288,690 inhabitants and includes neighborhoods: Rahova, Ferentari, Giurgiului, Cotroceni. Following elections in 2012, the elected mayor was Vanghelie Daniel (USL).
     
  • 6th District in January 2009 had a total population of 371,060 and includes the neighborhoods: Drumul Taberei, Ghencea, Militari, Crângași, Giulești. Following elections in 2012, the elected mayor was Rares Manescu (USL).

Metropolitan area

Bucharest metropolitan area (short ZMB) currently contains approximately 2.4 million inhabitants (unofficially, 3.4 million). According to the Bucharest City Hall project, ZMB to be enlarged to include 94 administrative – territorial units, spread over about 5,000 km2.

Quality of life

According to studies on quality of life in cities around the world, issued annually by consulting firm Mercer, Bucharest were ranked 94 in the world ranking quality of life, in 2001, and have descended ranked 108 in 2009. Bucharest is thus the second-lowest among quality of life, between the capitals of the European Union, the last being the Bulgarian capital, Sofia.
