The emergence and development of electronic computers has been a revolution in human society, whose main consequence was the transition from industrial society to information society.
The computer has become a normal part of our daily work, and communication technology and the possibilities offered by the Internet have produced changes in the whole society, permeating all aspects of economic, social and cultural life. Information Society in 21th century brings to the fore the global communication and rapid access to information stored anywhere in the world.
Access to information through the Internet and, especially, the ability to analyze large amounts of data by computer is unprecedented advantages which, if made available to a large number of individuals, institutions, businesses and governments, increases productivity, the progress of society and quality of life in general.
Using the Internet in Public Administration
The Internet offers firstly a new means of communication available 24 hours daily. This channel is open both to dissemination of information from the authorities and to effectively and in real-time dialogue with citizens, thus contributing to strengthening the democratic process and the involvement of a greater number of citizens in political life. Advantage of availability occur not only for the authorities running costs compared with traditional means, but for those interested who can access information and perform transactions from anywhere (if they have access to the Internet).
As a result, it is found all over the world an increasing interest in new technology (particularly software applications via the Internet) and how they can be used by the authorities as an effective means to improve the services provided to citizens and the relationship with them.
Both natural and legal persons need, throughout their lives, the government services.
Uptake of new technologies on a widest scale can contribute effectively to the improvement of civil servants. Since eliminating paper and continuing with the reduction of access to public resources, e-Government applications are gaining trust and make public services more efficient.
Same time, it can change the often negative image of the government to citizens, changing cumbersome and complicated bureaucracy into transparent and dynamic administrative procedures for citizens.
In this process, an important role have the government programs (e-government) and democracy (e-democracy).
